60エリアから成る地球が舞台。惑星内には3つの勢力が存在し、プレイヤーはその中の1勢力を選び、覇権を争います。3つの勢力はそれぞれ独自のユニットとテクノロジーツリーを持ち、選択した勢力によって独自にカスタマイズし、敵勢力に対抗します。
また各エリアには、軍の潜在軍事能力を示す「軍事力」、どれだけの地方を支配下に治めたかを示す「帝国力」、支配下に収めた地方都市を経済地域に指定することで上昇する「経済力」、次の時代へと進むために必要な研究を示す「研究力」があります。これら資源を駆使し、自国の勢力を拡大していきます。
